 este genericul ediţiei 2012 a Săptămânii europene pentru democraţie locală, care se va desfăşura în întreaga Europă




 
Pentru a facilita şi a valoriza contribuţia fiecărui colectivităţi, la dispoziţia acestora a fost pusă o nouă platformă internet a SEDL. Noul instrument web va da un nou elan şi va face mai vizibilă ediţia din 2012 a SEDL. La fel, noua platformă oferă asociaţiilor naţionale şi organizaţiilor internaţionale partenere un compartiment separat, în vederea difuzării acestui eveniment în ţările respective. Noul site este ergonomic şi interactiv, conţine informaţii detaliate şi ilustrate despre activităţi.

The European Local Democracy Week (ELDW) takes place every year during the week of the 15 October, and is coordinated by the Congress of Local and Regional Authorities of the Council of Europe. The 2012 edition will take place from 15 to 21 October and will focus on “Human rights make for more inclusive communities”. Local and regional authorities of the 47 member states of the Council of Europe are invited to take part and to organize events in their community, in order to strengthen citizen democratic participation at local and regional level. To make the task of the participating communities easier, several innovations have been included in the new ELDW internet platform.

“I am convinced that the new web tool will give a boost to the 2012 edition of the Local Democracy Week and more visibility. Municipalities and regions will be more likely to join in and organise events in their communities. The new platform also provides the national associations and other European and international partners with their own dedicated section so their contribution to raising awareness on this pan-European event will be recognised” said Congress President Keith Whitmore. President Whitmore has been a firm supporter of the Week since it was launched in 2007.

The strengths of the new Internet platform include:
· Registration for SEDL is facilitated by a dynamic form for each of the three profiles: Partner, “12 Star city” or Association
· Each participating community will have a dedicated web space for displaying various contents: description of the community, pictures, the programmes of the activities, documents, etc.
· Communities will manage their web space directly with a username and a password, and content can be edited at any time, modified, updated and supplemented.
· The visibility of their contribution will be improved and enhanced through a dedicated web page, ergonomic, and through sharing tools such as Facebook and e-newsletter.

Le Congrès lance une nouvelle plateforme d’inscription pour la Semaine européenne de la démocratie locale

La Semaine européenne de l’autonomie locale (SEDL) se déroule chaque année, autour du 15 octobre, sous la coordination du Congrès du Conseil de l’Europe. L’édition 2012 se déroulera du 15 au 21 octobre et aura pour thème « Les droits de l’homme pour des collectivités locales plus inclusives ». Les collectivités territoriales des 47 pays membres du Conseil de l’Europe sont invitées à y participer et organiser des événements visant à renforcer la participation démocratique des citoyens au niveau local et régional. Pour faciliter cette étape et valoriser leur contribution, plusieurs innovations sont mises à la disposition des collectivités participantes sur la nouvelle plateforme internet de la SEDL.

New edition of the European Local Democracy Week promotes inclusive communities at grassroots level through human rights activities


At a meeting organised by the Council of Europe Congress of Local and Regional Authorities in Paris, representatives from municipalities, national associations and European networks assessed the results of the 2011 edition of the European Local Democracy Week (ELDW) and agreed on action in the field of citizen participation in 2012. The new ELDW edition will continue promoting “human rights” at grassroots level in order to foster and strengthen, in particular, social cohesion in local communities.

The European Local Democracy Week – a pan-European initiative launched by the Council of Europe in 2007 with the major aim of encouraging dialogue between local elected representatives and citizens – is steadily gaining popularity and reputation, as seen in 2011. “The number of participating municipalities, the variety of activities and the concrete commitment of our institutional partners show that the 2011 edition was a success”, stated John Warmisham, political co-ordinator of the Week and member of the Congress of Local and Regional Authorities which is the institution of the Council of Europe in charge of the overall co-ordination of this annual event. The involvement of national local government associations in this event and the specific commitment of so-called “12 Star” cities (e.g. Brussels and Namur/Belgium, Utrecht/Netherlands, Katowice/Poland, Amadora/Portugal, Mola di Bari/Italy and Strasbourg/France) were highlighted as concrete improvements compared to previous editions.

With regard to the leading theme of the new ELDW edition, to be held from 15 to 21 October, Congress President Keith Whitmore proposed to live up to the success of the 2011 edition by promoting social cohesion in local communities under the overall thematic umbrella of “human rights at local level”. It was also agreed that participating municipalities will be encouraged to develop – based on this leading theme – targeted programmes and activities according to their own priorities such as involving vulnerable groups, improving the inter-generational dialogue, ensuring public service quality etc. “The overall aim is to develop local democracy by achieving a real culture of human rights at the grassroots”, concluded Keith Whitmore.
